I have also used pre-paid cards and am having the same problem, apparently it's related to a US restriction.

Wyldanimal made a good suggestion but I would have the same problem purchasing that card as I have purchasing credits directly.
That's the reason I posted that you need to set up direct transfers from your Bank Account.
No International issues with that.
I had no problems setting this up, and Only the Funds Put on the Virtual Visa are exposed to the On-line transaction.
Your Virtual Card is limited to just the funds already on the card.
So if you tried to make a Purchase that exceeded the funds, it would be declined.
They Won't tap into your account to try and cover a purchase that exceeds the funds placed in the Virtual Visa.
That makes it a Win Win for me.
The Only exposure to a possible on-line billing scam is the Funds I have in the card.
And if the Virtual card number is compromised, it's discarded, and a new number gets issued.
The Only Issue I can see some members having, is the Direct Bank account transfers.
But heck, I have to do the same to use Paypal, and Google.
So I went to my Local Credit Union.
open an Account. ( Have to Keep $5.00 in it )
No Fee's no Monthly charges.
I use this Account for all my On-line purchase.
I move money into it electronically.
then move the money from there to my Virtual Visa card.
That Gives me Almost Zero Exposure.
Anyone Making On-line Purchases would be Smart to look into doing something Similar.
